Still Saddam was disappointed that while many Arab states were willing to support Iraq with loans and military equipment, none, including Jordan, were willing to provide direct military support. He commented at one point:

[T]he Arabs think that the Iraqis will always be Iraqis. If any of them get in trouble, and he calls for help no Iraqi will come to his aid … If you (the Arabs) really want honor, this battle is still going on, there are two volunteer armies to join. Now after 18 months it is clear we can fight without you (the Arabs). We are not saying that we need fighters, but we need a principle.96
